EC To Resume Printing Of Presidential Ballot Papers

Key Highlights of IPAC Meeting on 12th November, 2024

  1.  The Electoral Commission informed the Political Parties that the Commission will
    resume printing of Presidential Ballot Papers which was suspended following the
    death of the Presidential Candidate of the Ghana Freedom Party (GFP), Madam
    Akua Donkor.
  2.  The Commission on Tuesday, 5
    the November, 2024, received nomination papers of
    Mr. Philip Appiah Kubi as the new candidate of the GFP. However, having reviewed
    the nomination papers, the Commission has written to the GFP that the new
    candidate did not meet the nomination requirements and has therefore been
    disqualified.
  3.  Positions on the Presidential Ballot Paper will remain the same.
  4.  While Constitutional Instrument (C.I.) 127 and the 1992 Constitution do not make
    express provisions in the case of the death of a presidential candidate, the
    Commission is guided by Sub-Regulation 5 of Regulation 10 of C.I. 127 that makes
    the following provision on the withdrawal of a parliamentary candidate:
    “Where a duly nominated candidate whose name appears on the nominated list
    displayed at the constituency centre withdraws as candidate after ballot papers
    and related election notices have been printed, the ballot papers and related
    notices may continue to include the name and other particulars of the candidate.”
  5.  The Commission together with Stakeholders will have to review C.I. 127 after the
    2024 elections in order to make provisions that would cater for a situation where a
    presidential candidate dies.
  6.  The NDC acknowledged with gratitude the Voters Register summaries that the
    Commission released earlier on Tuesday. The NDC as a result requested to have
    back the external hard drive containing the Voters Register which they had declined
    to take away on 6th November, 2024.
